Déterminants du processus de la Couverture sanitaire Universelle en RD Congo : approche économétrique par l’algorithme PLS

La RD Congo est engagée dans le processus de la Couverture de sante universelle (CSU) depuis l’adoption du Plan national de développement du Système de santé (PNDS) en 2015. L’objectif de cette étude d’examiner les facteurs impliqués dans ce processus, notamment son système de financement de la santé dans ses relations avec le niveau de couverture existante en soins de santé, en vue notamment de tirer des leçons empiriques pour la CSU. Pour y parvenir, l’approche exploratoire retenue a permis de construire et d’estimer un modèle structurel à variables latentes au moyen de l’algorithme PLS pour tester les relations de causalité entre le niveau de vie, le financement de la santé et la couverture existante en soins de santé, sur une période allant de 2010 à 2017. Les résultats de l’estimation du modèle ont révélé que toutes les trois fonctions économiques du système de sante créent un impact sur le processus de la CSU, sauf que l’impact de la mise en commun des fonds pour la santé est non significatif.

DR Congo has been engaged in the Universal Health Coverage (UHC) process since the adoption of the National Health System Development Plan (PNDS) in 2015. The objective of this study is to examine the factors involved in this process, including its health financing system in relation to the level of existing health care coverage, with a view in particular to drawing empirical lessons for UHC. To achieve this, the adopted exploratory approach made it possible to build and estimate a structural model with latent variables using the PLS algorithm to test the causal relationships between the standard of living, health financing and health coverage over a period from 2010 to 2017. The results of the model estimation revealed that all three economic functions of the health system create an impact on the process of UHC, except that the impact pooling of funds for health is insignificant.
